Didn't get my comment posted yesterday...
I was a bit turned around when I first look at the photo, but after letting the image spin around in my head it became obvious that there were far to many landmarks in this photo to know with any certainty which was the correct one.
This image was certainly as grand as honey wine, but given the natural climate and geography of the area, the name of the largest city in the photo is a bit of an oxymoron.
My initial guess at the particular landmark you are after would be one that shares a name with a device designed to create a negative differential pressure.
